He co-founded COSTS because he kept seeing property owners and their CPAs get generic, mainland-built cost segregation studies that didn't hold up to scrutiny. His approach is the opposite: get into the details early, get the numbers right, and make sure the study can survive an audit without a scramble.
Colin holds certifications from PMP, DBIA, and AACE, sits on his local Neighborhood Board, and still works hands-on with architects, engineers, and public agencies on projects that need real independent cost oversight — the same eye he brings to every study COSTS puts together.
Ryan Stillinger has spent the last 20+ years in real estate finance across Hawaiʻi and California — commercial properties, resource and infrastructure deals, the kind of assets where getting the numbers wrong costs real money. He co-founded COSTS because he kept seeing owners leave depreciation on the table simply because nobody translated what got built into what the tax code actually allows them to claim.
That's the gap he fills: turning a construction budget into a fully documented, IRS-defensible depreciation schedule. Every dollar spent on a building falls into a different bucket, and which bucket it lands in determines how fast an owner gets that money back. Ryan's job is making sure nothing gets miscategorized, nothing gets missed, and the paper trail holds up if the IRS ever asks.
He works directly with CPAs, CFOs, and property owners to make sure the process is smooth on their end and airtight on the back end — because a cost segregation study is only as good as the documentation behind it.
